Contaminants and odors that are persistent, travel on particulates. Most large particles will travel with air flow and can be vented. But small particles, the ones which are most harmful, are resistant to normal air flow and cannot be vented. These particulates are electrically charged. Their motion is controlled by electrical fields, not by air flow. That's why many odors linger, even when an area is exhausted.
